Abstract: Subsidy programs are widely offered in both developing and developed countries to encourage consumption of products that generate positive social, health, and environmental externalities. We study the effect of subsidies on product consumption under uncertain market demand. To reach a target consumer population, the program sponsor may subsidize a for-profit or a not-for-profit firm on each unit of the product purchased by the firm or on each unit of the sale generated by the firm. We show that subsidy programs provide stronger incentives to a not-for-profit firm than to its for-profit counterpart in inducing a large consumption whenever the sponsor is having a very limited budget or a very generous budget. When subsidizing a not-for-profit firm, the sponsor should always choose the purchase subsidy over the sales subsidy because the former can induce a larger consumption than the latter with the same subsidy spending. However, this is not always true when the subsidy program is administered through a for-profit firm, unless the firm is a price taker in the market or the sponsor has a limited budget. Our analysis leads to new theoretical development of price-setting newsvendor problem for both the for-profit and not-for-profit operations under subsidy.
Presenter Biography:
J. George Shanthikumar is a Purdue University Distinguished Professor and the Richard E. Dauch Chair in Manufacturing and Operations Management. Before joining Purdue in 2009, he was a Chancellor’s Professor of Industrial Engineering and Operations Research at the University of California, Berkeley, CA. His research interests are in integrated inter-disciplinary decision making, model uncertainty & learning, production systems modeling and analysis, queueing theory, reliability, scheduling, semiconductor yield management, simulation, stochastic processes, and sustainable supply chain management. He has written or written jointly over 300 papers on these topics. He is an area editor for Journal of the Production and Operations Management Society and a department editor for Management Science. Dr. Shanthikumar has extensively consulted for various companies like Applied Materials (AMAT), Bellcore, IBM, KLA-Tencor, NTT (Japan), Intel, Intermolecular, ReelSolar, Safeway, and Southern Pacific Railways and through KLA-Tencor worked on Joint Development Projects for AMD, IBM, Intel, LSI, Motorola, TI, Toshiba, Fujitsu, TSMC and UMC.
Qi Annabelle Feng is the John and Donna Krenicki Chair in Operations Management at Krannert School of Management, Purdue University. She was previously a faculty member at McCombs School of Business, The University of Texas at Austin. She received her Ph.D. in Operations Management from UT Dallas in 2006. Her main research interest lies in studying firms’ sourcing decisions in the broad context of supply chain management. Her work focuses on individual firm’s procurement planning in uncertain environment and multiple firms’ interactions in sourcing relationships. She also works in the areas of product development and proliferation management, resource planning, economic growth models, and information system management. She is currently a Department Editor of Data Science, Stochastics and Optimization for Production and Operations Management. She received the first prize in the INFORMS Junior Faculty Paper Competition in 2009, Franz Edelman Award in 2009, the Wickham Skinner Early-Career Research Accomplishment Award in 2012, and the Wickham Skinner Best Paper Award in 2018.
